I guess he has vista or windows 7, run teamspeak3 as an administrator.

Try Go to

Settings -> Options -> Playback -> Playback Mode: Automaticly use best mode -> Playback Device: Speakers (High Definition Audio Device) (If you have it) -> Voice volume Adjustment -> "Middle" -> Sound pack volume -> "Loud"

Settings -> Options -> Capture -> Capture Mode: Automaticly use best mode -> Capture Device: Microphone (Highdefinition Audio Device) -> Voice Activation Detection or Push to talk. If you use Voice activation detection put it just a line above middle. then fill in Eco reducing
